We'll transform Kashmir in a year' claims Indian Home Minister

Kashmiri men ride a boat on the Dal Lake amid dense fog after fresh snowfall in Srinagar, Indian-controlled Kashmir on Thursday.

"Continuous rain in Jammu and Kashmir's Ramban district triggered landslides and shooting stones at some places on the highway", the traffic department official said. In view of inclement weather conditions, the schools will remain close in mountainous Doda district of Jammu and Kashmir.

The administration declared floods in Kashmir's summer capital Srinagar where the Jhelum's water level rose alarmingly and shut education institutions for three days, officials said.

Many areas in Srinagar and other areas of the Valley have been submerged in water. This, coupled with fresh snowfall this morning has impacted election campaigning in Jammu and Kashmir, which is scheduled to have by-elections in Srinagar and Anantnag parliamentary constituencies on April 9 and 12 respectively.

Most water bodies in the valley including rivers, lakes and streams were swollen.

The spokesman said police has also launched rescue operations at several places and efforts are on to shift trapped people to safer places. She also directed chalking out contingency plans for flood-prone areas and make available nearby buildings in case of emergency evacuations. The upper reaches also experienced unexpected snowfall.

Chief Minister, Mehbooba Mufti, held an emergency meeting with government officials during which she asked them to immediately set up a unified control room to monitor the situation.

Incessant rain and untimely snowfall in the plains on Thursday led to a flood-like situation in Jammu and Kashmir with the Jhelum River crossing the danger mark in Anantnag and Srinagar districts and dozens of low-lying areas inundated in various parts of the valley.

A flood advisory was issued in south and central Kashmir after rise in the water level of the Jhelum river and its tributaries, while incessant rains have forced closure of the arterial Jammu-Srinagar National Highway.

The Met office has, however, predicted overall improvement in weather from Friday.

University of Kashmir and Islamic University have postponed all examinations for the day.
