"If Trump allows this deal to go forward, he will unwittingly fulfill Hillary Clinton's arrogant and dastardly promise to put every coal miner in America out of a job", Heritage fellow Stephen Moore and research associate Timothy Doescher wrote in a recent op-ed.

Ebell, on the other hand, believes Trump should stick to his campaign pledge to "cancel" the Paris agreement, which President Barack Obama joined and went into effect a year ago. But there is one table that US diplomats could find themselves absent from this fall-the negotiating table at the next global climate meeting in Bonn in May. The Trump administration wants to trash Obama-era rules to limit water pollution from coal-fired power plants. The White House did not confirm on Monday that the meeting would happen.

The White House is expected to announce their decision on the Paris deal at the G-7 meeting in Italy at the end of May. The Clean Power Plan predates the Paris deal and was not legally based on any global commitment. But it seems unlikely that the debate could lead to a compromise in which the USA stays in the Paris agreement while reducing its commitment to cut greenhouse gas emissions. A key argument is that the US can stay in the agreement without satisfying its pledge or maintaining regulations created to help achieve the target, said one administration official.

"It is looking like we may see them announce that they're going to stay in Paris and also announce simultaneously that they're going to revise the USA target under Paris to 2025", Andrew Light, a senior fellow in the global climate program at the World Resources Institute, noted in an interview earlier this week.

Trump can't pull the US out of the worldwide pact immediately, though he could begin a four-year process of withdrawing.

President Trump's top advisers will meet Tuesday to contemplate withdrawing the USA from the Paris climate accord, according to Reuters. But he added, "look, these guys are unpredictable, and I don't think we can know".

The U.S. has a unique opportunity to disentangle itself from the accord now - while Trump is a new president and the deal itself is in its infancy. It was the first global agreement under which the almost 200 countries who negotiated it pledged to flight climate change and curb greenhouse gas emissions.

"By remaining in the Paris Agreement, albeit with a much different pledge on emissions, you can help shape a more rational global approach to climate policy", Cloud Peak CEO Colin Marshall wrote in the letter dated April 6. Paris opponents plan a deep analysis on those potential legal risks to bolster their case against staying. "The coal companies and oil and gas companies that are flirting with the Paris agreement don't understand the existential threat that they're buying into".
