NY Governor Andrew Cuomo has put that dream into reality. Bernie Sanders to unveil an auspicious plan to make tuition free for college students at the state's public colleges and universities.

The maximum Pell grant for 2017-2018 will be $5,920.

According to PBS, Rhode Island may also follow suit and would make two years of college free for resident students.

The state of NY has a history of tuition-free while not necessarily inclusive programs. I spoke to her on Tuesday to get her perspective on the new law. That is 420,000 more jobs than 2014.

Díaz-Herrera said Gov. Cuomo and state legislators "are setting us up for a state-controlled, taxpayer-funded educational monopoly".

The main caveat to the plan, however, is that students must continue to live and work in NY for up to four years after they graduate, otherwise they may be required to pay back the cost of tuition.

The program covers tuition - which is now $6,470 at four-year SUNY schools - but not fees, dorms, meal plans or textbooks.

The new measure, called the Excelsior Scholarship, means that at CUNY's four-year and community colleges, the overall cost will drop from the $16,000 to $20,000 range to a range of about $10,000 to $20,000 per year. Otherwise, we will be known as the state that likes to start initiatives and never commit to completing them.

Noah Sheehan, a sophomore, said he is anxious because all of the students that use the scholarship are required to stay in New York State after graduation. Only students whose families earn $125,000 or less, are enrolled full time, and are pursuing an associate's or bachelor's degree for the first time will get the scholarship. Each campus sets their own admissions requirements.

Pennsylvania ranks 48th in cuts to higher education between 2009 and 2014. It doesn't address the ever-rising cost of college, which will keep going up.

There are an estimated 942,186 families with college-age students that would be eligible for the program, or about 75 percent of families statewide.

The program will be phased in over a three-year period beginning this fall. Studies have shown that part-time students have poor graduation rates.

However, since students have already been accepted, have already applied to their desired colleges, and scholarships have already been sent out, it's hard to immediately know how this will impact enrollment at Fredonia.

The New York Times endorsed both Cuomo and his father, Mario Cuomo for governor during their multiple election campaigns. Even at its four-year colleges, 60 percent would be ineligible.

Any student and family that can take advantage of this opportunity should do so without hesitation.
However, despite some reservations, Sanders has supported New York's decision.

Assemblywoman Addie Jenne, D-Theresa, notes that her district is among those regions with the highest percentage of eligible families.

I do acknowledge that the money for college has to come from somewhere and that somewhere being tax payer money.

Skoufis noted if students work out-of-state, they will be required to pay back the Excelsior Scholarship as a loan. Over the course of four years at a State University of NY college, tuition would make up only about $26,000 of the total $83,000 tab. They should focus instead on the kinds of things that will make NY a more desirable state to live and work in - more jobs, more affordable housing, and more programs for residents and their children - just like this one, but without the parochial strings attached. "But without increased public investment in CUNY, Excelsior can not achieve its full potential". And to improve college completion, the underfunded state universities that educate the bulk of the nation's at-risk students need more resources. It's much more likely that you'll see that at the local level.
