Around 85,000 foreign workers are admitted to the U.S. each year under the current H-1B visa programme, with most coming to work in high-skill industries.

There's an annual quota of 85,000 new H-1B visas (with 20,000 reserved for master's degree holders). The 457 Visa programme, again favoured by Indian workers, allowed the businesses to hire from outside countries and retain them for a period of upto four years. The tech industry has argued that the H-1B program is needed because it encourages students to stay in the USA after getting degrees in high-tech specialties — and because companies can't always find enough American workers with the skills they need.

Tech companies contend the programme is used to recruit top talent, but some of the H-1B visas are also used for outsourcing firms.

The order specifically asks the secretary to review waivers of these rules that exist in free-trade agreements.
