President Donald Trump could avert the risk of a government shutdown this weekend by stepping back from his demand that lawmakers fund his promised border wall with Mexico in a must-pass spending bill, Congress' two top Democrats said Monday.

Senate Minority Leader Chuck Schumer says President Donald Trump has thrown "a monkey wrench" into congressional talks on a catch-all spending bill with his insistence that the measure includes startup money for a wall along the USA border with Mexico.

"Mexico will be paying in some form, for the badly needed border wall".

The fight this time comes as the White House is eager to show off Trump's accomplishments at the 100-day mark.

On top of that, Trump insists he won't go quietly even if Republicans and Democrats cut a deal. I don't think it's smart for him.

Trump told a group of conservative journalists gathered at the White House on Monday (Tuesday AEST) that he could put off until September asking Congress to include the money in the federal budget.

Talking about the budget situation, White House Budget Director Mick Mulvaney emphasized in an interview with The Associated Press that "elections have consequences".

Mr Trump is demanding that congress include funds for the construction of the wall, which he made a key theme of his 2016 presidential campaign and which he says will stem the flow of illegal immigrants and drugs into the United States.
