Yakupoglu says his party won't give up on "no" voters who opposed the changes and whose ballots were estimated to account for 48.6 percent of those cast.

Turkish media said Putin and Erdogan emphasized the importance of normalizing ties and maintaining a cease-fire in Syria that was jointly brokered by Ankara and Moscow earlier this year.

Turkey's High Electoral Board rejected on Wednesday appeals to from the main opposition parties to annul the referendum granting President Recep Tayyip Erdogan sweeping new powers, the board said in a statement.

The pro-Kurdish opposition HDP filed an appeal on Wednesday for an annulment on the grounds there had been widespread violations, a day after a similar move by the main opposition CHP.

"Here we have a ballot box. the democracy gets its power from the people".

CHP party leader Kemal Kilicdaroglu also accused the electoral board of bias and favoring Erdogan's party.

"The only decision that will end the legitimacy debate and ease people's concerns about the judiciary is for the High Election Board to cancel the referendum", Tezcan said.

The opposition has complained about an unlevel playing field before the referendum and irregularities during the vote, claims echoed by election monitors from the Organization for Security and Cooperation in Europe (OSCE) and by the European Union.

Thousands have been protesting in major cities since Sunday's referendum, which has set into motion the transformation of Turkey's system of government from a parliamentary to a presidential one. Meanwhile, government spokeswoman Ulrike Demmer said: "We will follow closely how Turkey behaves on this".

"We look to the government of Turkey to protect the fundamental rights and freedoms of all its citizens - regardless of their vote on April 16 - as guaranteed by the Turkish constitution", he said.

Turkish President Tayyip Erdogan will meet U.S. President Donald Trump in May ahead of a meeting of the North Atlantic Treaty Organisation alliance, Turkish Foreign Minister Mevlut Cavusoglu said on Wednesday.

The new system takes effect at the next election, now slated for November 2019.

The U.S. response has been different, with President Donald Trump calling Erdogan shortly after the referendum to congratulate him on his win.

Sanders confirmed that Trump had congratulated Erdogan in a phone call Monday but when asked whether this amounted to acceptance of the referendum result, she said "no", adding that the administration is encouraging an global observer mission to "take a close look at those election results".

The White House reported that besides congratulating Mr Erdogan, President Trump also discussed with him the USA action in response to the Syrian regime's use of chemical weapons on April 4th.
