Philippines Duterte heads to Russia in blow to US

Since taking office in June, Duterte has reached out to China and Russian Federation in a dramatic shift in foreign policy for the Philippines, a USA treaty ally. "There was mutual respect, there was mutual trust", Reuters quoted Cayetano as saying.

Russian Federation will no longer be at the "margins of the Philippine diplomacy", President Rodrigo R. Duterte said as he pointed out that "overdependence" on traditional partners has limited the country's "room to maneuver in a very dynamic worldwide arena".

"We are in a state of emergency", Duterte said after landing in Manila from a visit to Moscow, adding that skirmishes were continuing. The two countries agreed to work out "mutually acceptable approaches" to the South China Sea at formal talks that began last week, an early step toward reaching a deal to exploit what may be the Philippines's largest gas field.

The notoriously outspoken Duterte said during a televised speech on Friday that Xi warned him there would be war if he tried to explore for oil in a stretch of the sea that both countries claim.

Before leaving the country on Monday, the Philippine leader said his landmark trip to Russian Federation will "correct" his nation's "overdependence on traditional partners" because such reliance "limited" Manila's room to "maneuver in a very dynamic global arena".

Duterte has also embraced China as an ally, thanking it profusely for the economic aid and grants it has promised to give the Philippines after his visit to Beijing last October.

This has partly been due to China and Russian Federation supporting or at least not criticizing his controversial war on drugs, which has left thousands of people dead and led to warnings by rights groups that Duterte may be orchestrating a crime against humanity.

Plans for Moscow to sell weapons to the Philippine military were discussed during Defense Secretary Delfin Lorenzana's visit to Moscow last December.

Ongpin has a history with Duterte: He was forced to sell his Philippine gaming assets after the president targeted him in a crackdown on online gaming.

The President's trip to Moscow also came after two U.S. senators filed a bill restricting the sale of weapons to the Philippine police due to human rights concerns over Mr. Duterte's drugs war.

Duterte, who describes himself as a socialist, and Putin first met on the sidelines of an Asia-Pacific summit in Peru last November. "Because the Western world, the European Union and everything-it's all this double talk", he said.

But Duterte assured The Hague ruling will not go down the drain but will bring the matter up in the proper time.

Duterte said he told Xi in talks last week in China, "My view is that I can drill the oil if there is some inside the bowels of the Earth because it is ours".

"We consider this visit as a landmark that will send a strong message of the Philippines' commitment to seek new partnerships and strengthen relations with non-traditional partners", she said.

Cayetano also said the talk was productive to result in the Bilateral Constructive Mechanism, a more formal dialogue to iron out concerns on the rival claims of China and Philippines.

"It will be their way of poking the eye of America".
