U.S. certifies that Iran is meeting terms of nuclear deal

The 2015 agreement relaxed a range of US and global nuclear-related sanctions on Iran on the condition that the government in Tehran dismantle its nuclear program.

The announcement came paired with harsh criticism of Iran's conduct and the threat of further sanctions.

In a shift from that earlier threat to dismantle the deal, officials said the administration was working with USA allies to try to fix the deal's flaws, including the expiration of some nuclear restrictions after a decade or more.

The new sanctions are part of a larger USA effort to counter Iran's military buildup and support for terrorists across the Middle East, notably in Syria, where Iranian-backed forces have attacked American personnel in recent weeks.

By contrast, Zarif said during his years of negotiating the 2015 nuclear deal, he and former Secretary of State John Kerry "probably" spent more time with each other "than with anybody else".

"I think you all know that the President has made very clear that he thought this was a bad deal - a bad deal for the United States", the White House spokesman Sean Spicer said during a press briefing earlier in the day.

"Never, ever, ever, in my life have I seen any transaction so incompetently negotiated as our deal with Iran", Trump said September 9, 2015, during a Tea Party rally.

Unlike Obama's attempts to engage the longtime USA nemesis, Trump has made it clear he considers Iran an implacable threat - a view reinforced by Israeli, Saudi Arabia and other Middle East allies of the United States.

NBC affiliate WLWT reported eight people were injured and the University of Cincinnati Medical Center is treating five victims. Neighbors said that the shooter fled the scene. "You're hoping that there won't be situations like this", said Love.

Hours after recertifying the Iran nuclear deal President Donald Trump decried as a candidate, his administration slapped new sanctions on the country in a bid to toughen the enforcement of Iran sanctions. Asked again whether the administration wants to see regime change, the official said, "We're looking for a change in the regime's behavior".

The nuclear deal was agreed to in 2015 following negotiations between Iran and six world powers, the United States, Britain, France, China, Russia and Germany. He chose not to elaborate on the issue until the State Department's full statement regarding the Iran deal.

Since the historic deal was signed in Vienna, the IAEA has repeatedly confirmed the Islamic Republic's compliance with its commitments under the JCPOA, but some other parties, especially the United States, have failed to live up to their undertakings.

The certification of Iran's compliance must be pitched to Congress every 90 days.

"Continued sanctions, calls from the White House for nations to refrain from investing in Iran, and an increase in military encounters between the U.S. and Iran all threaten the deal", the NIAC added.

Officials on Monday did not say when the new round of sanctions would be imposed. Administration officials tell me that National Security Adviser H.R. McMaster and Tillerson have made the case that it was in the USA national interest to certify Iran's compliance.

"We receive contradictory signals, so we don't know how to interpret it", Zarif told the Council on Foreign Relations in NY, adding that "Iran is serious about the nuclear deal" and will continue to comply with its restrictions on nuclear activities in exchange for the lifting of nuclear-related sanctions.

"We receive contradictory signals", Iranian Foreign Minister Mohammad Javad Zarif said Monday at the Council on Foreign Relations before the decision was announced.
