Family Of Minneapolis Police Shooting Victim Hires Philando Castile Lawyer

In Minneapolis last weekend an Australian woman, Justine Damond, called 911 to report an assault ("Questions remain surrounding fatal Minnesota police shooting", Web, July 18).

Justine Damond's devastated Australian family are poised to file a massive civil lawsuit in the United States courts against the City of Minneapolis and the police officer who shot her dead. According to investigators, Officer Matthew Harrity and his partner Mohamed Noor responded to the call.

Just before Damond, a Sydney native, was shot through a patrol vehicle window by an officer before midnight Saturday, officers spotted an 18-to-25-year-old white male bicycling in the area, according to investigators who interviewed one officer.

So far, little information has been released by the local police department about the shooting, and the matter is being investigated by the Bureau of Criminal Apprehension.

"On our squad cars you will find the words, "To protect with courage and serve with compassion".

But Mr Webb said Ms Damond's killing not only demonstrated institutional failures, it was also the product of an "us-versus-them" mentality fuelled by a culture of fear among police officers.

The criminal bureau said that unless more people come forward, there are no additional interviews scheduled.

It happened as she walked up to the squad auto she'd requested after reporting a possible sexual assault outside her south Minneapolis home. The death of Damond, a 40-year-old spiritual teacher from Australia who was engaged to be married, drew global attention and widespread mourning.

On Thursday, Minneapolis Mayor Betsy Hodges penned a scathing blog post calling for more to be done to ensure officers' bodycams are always turned on.

WILLIAMS: Arradondo didn't offer details but said Chief Janee Harteau will soon be releasing an updated policy. Bennett called the ambush claim "absurd".

The department is now examining its policy on cameras, taking into consideration technological advances that turn them on automatically. "Certainly, when you're going to have interaction when you're dispatched to a call", Harteau said.

Harteau did note that the body-cam program has only been in place for eight months, and that officers are still getting used to the devices and the need to activate them.

She said she spoke to Ms Damond's grief-stricken fiance on Thursday morning.

"To be fair to everyone involved, I don't want to compromise the investigation", he said.

"We ourselves are bringing our community together", she said.

Chief Harteau said she hoped Officer Noor would share his version of events with investigators. Immediately afterward, Ruszczyk approached the driver's side window of the squad. The Hennepin County Medical Examiner's Office confirmed earlier this week that Ruszczyk died of a single gunshot wound to her abdomen. She died at the scene about 20 minutes later. Asked about firing the shot from inside the squad, Harteau was succinct: "That's not how we train". Based on the BCA information, this should not have happened.

Ruszczyk's death has been ruled a homicide.
