North Korea on Friday slammed South Korean President Moon Jae-in for his policy towards Pyongyang and his cooperation with the US. "I do not necessarily believe that showed his determination to take military options", Moon said.

"A dialogue between South and North Korea must resume".

The newspaper accused Moon of intending to "kick the buck for the escalating tensions on the Korean peninsula to the DPRK and carry out his treacherous "north policy" with the backing of outsiders". The event marked his first 100 days in office.

He also commented that "the U.S. sought to put maximum pressure and sanctions through the latest UN Security Council resolution", while at the same time it is "seeking unilateral measures".

"The parties, especially North Korea and the United States, have to step up their efforts to resolve it", Hua said at a briefing.

"The government, putting everything on the line, will block war by all means", Moon said.

The liberal leader has been largely sidelined in recent weeks as Trump and the North engaged in a war of words. But he said he considered economic pressure was the main way to persuade North Korea to take part in nuclear talks. "The United States and President Donald Trump too have agreed to discuss any options it may take [against North Korea] with South Korea regardless of what kind of options it takes", the president said.

His comments follow a spike in animosity generated by North Korea's warning that it might send missiles into waters near the U.S. territory of Guam, and Mr Trump's warlike language.

Trump called the postponement a "wise and well-reasoned decision" in a tweet on the social network Twitter. "As long as the threat in North Korea exists, we need to maintain a high state of readiness to respond to that threat". The goal of the measures is to ban about $1 billion worth of North Korean exports including coal, iron ore and seafood.

He also declared, amid fears in South Korea that threats from Trump to unleash "fire and fury" on Pyongyang could lead to real fighting, that there would be no second war on the Korean Peninsula.

However, next week will see the start of US-South Korean military exercises which have angered the North in the past.

Despite the defensive nature of the maneuvers, North Korea still criticises the operation every year and considers them as preparations for an attack of Pyongyang.

During a visit to Beijing Thursday, the Chairman of the U.S. Joint Cheifs of Staff, General Joseph Dunford said there are no plans to reduce the size of the exercises.

China is North Korea's main ally and biggest trade partner. But his efforts have so far been met with a string of threats and missile tests as the North works to build nuclear-armed missiles that can reach the US mainland.

"South Korea is an ally and everything we do in the region is in the context of our alliance", Dunford said.
