Choe Son Hui, director-general of the North American department at North Korea's Ministry of Foreign Affairs, is slated to meet with Oleg Burmistrov, the Russian ambassador at large in charge of the North Korean nuclear issue.

Addressing the UN General Assembly on September 25, North Korean Foreign Minister Ri Yong Ho accused U.S. President Donald Trump of declaring war on his country and said Pyongyang had the right to shoot down U.S. bombers, even if the warplanes were not in North Korea's airspace.

Russian Federation might be trying to get involved in back-channel diplomacy between Pyongyang and Washington, the sources said.

South Korean Lee Cheol-uoo said the Pyongyang was bolstering its defences by moving aircraft to its east coast and taking other measures after U.S. bombers flew close to the Korean peninsula at the weekend.

Russian Federation has been quietly aiding North Korea via a web of shell companies on the border with the Stalinist state.

Kim responded that Trump was "mentally deranged" and a "dotard" who would "pay dearly" for his threats.

Ulyanov said sanctions would not be enough to solve the North Korean issue.

Neither Russia or China want a capitalist, pro-Western state on their border so have propped up the North Korean regime for decades.

Pyongyang's leaning on Moscow as its "blood tie" with Beijing has weakened, especially after China chose to suspend all coal imports from the North in February. North Korea condemned China's passing of the sanctions through its state media, and on Saturday, specifically slammed the People's Daily and Global Times for "seriously hurting the line and social system of the DPRK", using the acronym of its official name, the Democratic People's Republic of Korea.
