It is worth mentioning that the security forces had last month also arrested three terrorists at different places of North and South Kashmir.

Inspector General of Police (IGP) (Kashmir) Muneer Khan on Thursday said that security forces would take all steps to help "local terrorists" in Kashmir return to a normal life, even if they surrender during an encounter.

"We will continue to offer the surrender option to militants caught in an encounter if they raise their hands up for it", Mr. Khan said. "A militant and an army man were killed on the first day of the operation".

Asserting that "not more than 17 local youth" have joined militant ranks in the past three months, Khan said, "No doubt that youth have joined ranks, but a lot of them are school/college dropouts".

Khan identified the arrested militants as Atta Mohammad Malik, Shams ul Wiqar and Bilal Sheikh.

"He has survived and he is out of danger".

He said "religious exploitation" was another reason for the youth to join militancy.

"We think two more militants are still hiding in the area, so operation is going on", Khan said.

"Our appeal to local militants still stands and we welcome back Kashmiri militants into the mainstream", Khan said. "There is complete coordination between the all three forces, the police, Army and the CRPF", he added. "I do not agree with the reported figure of 42, but there is no doubt that youths have gone and joined militants", he said. "We are working on how to get those (militants) into mainstream who are here and how to rehabilitate them in future". "There is a relentless social media campaign by Pakistan to lure the youth also", Khan said.

The Jammu and Kashmir government is preparing a new surrender policy for local Kashmiri militants.

"Most of them, you will find, are college or school dropouts".

The IGP said that it was due to presence of militant commanders in south Kashmir that local youths were joining militant ranks. We have apprehended three militants while one was killed on the very first day. He said when the relatives of the militants would see the arrested boys they would realise that security agencies were genuine in saving lives.
