The question is whether T-Mobile's bet on a troubled TV business model can pay off. Layer3's chief executive, Jeff Binder, has said that his company will overcome the challenges facing the rest of the cable industry by essentially ignoring cord-cutters and marketing to the remaining cable diehards, who tend to live in wealthier households. He also said the new service, a combination of streaming TV and online video, will fix "pain points" such as multiyear contracts, high bills, bad customer service or slow technology and bring "real choice" to customers.

Now T-Mobile is literally becoming a cable company. About 94 percent of USA housholds pay for some form of TV, up from 89 percent last year, according to T-Mobile, and over the past seven years, the average cable bill has risen 48 percent. But unless he's got a serious rabbit to pull out of his hat, T-Mobile just consigned to join a vMVPD race that is already well underway. The company plans to build on this service for its own service. T-Mobile sees it as a means to making a disruptive mobile video play next year. While we can certainly expect T-Mobile to emphasize mobile TV, Legere says in his video today that the idea is to let you watch the content you want, where and when you want.
