A pipe bomb explosion at a below-ground tunnel near the Port Authority affected several subway lines, bus routes and NJ Transit lines during Monday's morning rush hour.

Police say the explosion happened in an underground passageway under 42nd Street between 7th and 8th Avenues.

Authorities evacuated the Port Authority Bus Terminal after the explosion, snarling morning commutes and throwing Manhattan's midtown into disarray.

Authorities said three injured people had minor injuries such as ringing in the ear and headache.

Mayor Bill de Blasio called it an "attempted terror attack". The weapon was based on a pipe bomb and was fixed to the suspect with zip ties and velcro, according to police. The subway entrance on Eighth Avenue is closed. Commuters rushed to flee as emergency personnel worked to clear people out of the bus terminal.

According to the NYPD, one person is in custody. A federal law enforcement official told CBS News' Jeff Pegues the device malfunctioned.

Investigators are trying to determine if the device may have detonated prematurely, or partially, when it exploded.

Francisco Ramirez said he was exiting a bus when he heard two blasts, even though he was wearing headphones. "It was two distinct explosions seconds from each other".

"It was scary. It was just a lot of chaos but I didn't see any injuries".

It's led to delays along some of the subway lines that pass beneath the bus terminal.

Cuomo and de Blasio are on the scene and have been briefed by law enforcement.

At the White House, spokeswoman Sarah Sanders told reporters, "This attack underscores the need for Congress to work with the president on immigration reforms that enhance our national security and public safety".

Miller cited the attacks of September 11, 2001, that killed more than 2,750 people in NY and almost 3,000 people total; and the World Trade Center bombing of February 26, 1993, which killed six people.
