President Recep Tayyip Erdogan and his Russian counterpart Vladimir Putin attended the groundbreaking ceremony of Akkuyu Nuclear Power Plant via a video conference call from the Presidential Complex in the capital Ankara on Tuesday. TWF's mission is to develop Turkey's strategic assets, to grow their value and thereby to provide funding for Turkey's priority investments.

"We hope that during those discussions a full stop will be placed on [the issue of] what happened" to former spy Sergei Skripal, Putin said ahead of the meeting on Wednesday of the Organisation for the Prohibition of Chemical Weapons.

Turkey and Russian Federation have put aside their traditional rivalries and differences on regional issues to forge strong economic ties.

They were also expected to discuss bilateral trade and economic cooperation, details on Turkey's plans to buy surface-to-air missile systems from Russian Federation, as well as the situation in Syria.

In December, Ankara and Moscow finalised an agreement for Turkey to purchase Russia's long-range S-400 missile defence system.

Speaking at a later news conference with Putin, Erdogan said the cost of the project may exceed the planned $20 billion for the 4,800 megawatt (MW) plant, part of Erdogan's "2023 vision" marking 100 years since the founding of modern Turkey and meant to reduce Turkey's dependence on energy imports.

The number of power plants under construction will be 56 with Akkuyu NPP.

"God willing we will continue to work together... to establish Syria's stability as well as its peace and security", said Erdogan.

Moscow and Ankara are in close cooperation to eliminate terror in Syria as well as to end the 7 year-long conflict in the war-torn country in a short period of time, Erdogan added.

"We face the ambitious goal of launching the first reactor in 2023 to coincide with the 100th anniversary of the foundation of the Republic of Turkey", the Russian leader said.

Mr Erdogan said the power plant would meet 10% of Turkey's energy needs after all reactors become operational.

Despite being on different sides of the Syrian civil war, key regime backers Russian Federation and Iran have joined with rebel-supporting Turkey to boost peace and also influence when the conflict ends.

Half of the offshore section of the pipeline has already been installed. "We will accelerate the process", the Russian President added.
