The house committee was bitterly divided. Besides doing so in the United States, Russia has also been trying to influence elections electronically by hacking into computers in Germany and France to influence policies in their countries.

"For example, the June 2016 meeting at Trump Tower between members of the Trump campaign and a Russian lawyer who falsely purported to have damaging information on the Clinton campaign demonstrated poor judgment", said the Republican-drafted report, which was accompanied by a 98-page document detailing the Democrats' dissenting minority views. For instance, several pages are redacted in the section on Russian cyberattacks.

The panel also found that Russians leveraged social media in the U.S.to sow discord during the campaign. "Witch Hunt!" he tweeted.

His "periodic praise for and communications with Wikileaks, a hostile foreign organization", was "highly objectionable" and "inconsistent", the report states.

Intelligence committee ranking Democrat Rep. Adam Schiff of California has complained about the limitations on witness interviews, the avenues of investigation the committee didn't pursue, the subpoenas it couldn't issue and other restrictions that he said meant Republicans didn't lead a real process.

In a statement, Conaway said he was "extremely disappointed with the overzealous redactions" made by the intelligence agencies.

The report's conclusion is being opposed by Democrats, who say the committee did not do enough to support its finding.

"The content of the report changed daily, including on key assessments, demonstrating the majority's fundamentally flawed approach to the investigation and the superficial and political nature of its conclusions." he said in a statement.

Mr. Conaway said the committee had pledged to be "as transparent as possible" with the report.

Shortly after the report was released, Trump heralded it on Twitter and called for the investigations to end. The panel also recommended the executive branch "crack down" on leaks by conducting polygraphs of all for limited certain employees with top secret clearances. Rep. Mike Conaway, R-Texas, meanwhile called on intelligence officials to clear the committee to release more information from the report that was deemed classified.

Those actions include the Trump tower meeting with Trump campaign staffers and a Russian lawyer as well as the DNC and Clinton campaign's efforts to hide their involvement in funding opposition research against the Trump campaign.

"If the accusations against Manafort are true, he should have never served as a senior official with a campaign for the USA presidency, much less campaign chairman or manager", the report said.
