He voted Remain in the 2016 referendum on British membership of the European Union, and his appointment - announced by Prime Minister Theresa May in a tweet Monday morning - maintains the delicate and often uneasy balance between "remainers" and "Brexiters" in the government.

Rudd said she took "full responsibility" for the fact that she was not aware of "information provided to (her) office which makes mention of targets".

Their erroneous targeting stemmed from a "hostile environment" immigration policy pioneered by May when she was interior minister between 2010 and 2016, and then continued by Rudd.

The difficulties faced by "longstanding pillars of the community" should never have happened, he said, adding: "I thought that it could be my mum, my brother, my uncle or even me".

Mrs May defended the Government's target-driven approach to illegal immigration, saying it was "important" that officials focused on the need to remove those who have no right to be in this country. "If you talk to members of the public they want to ensure we are dealing with people who are here illegally".

His appointment is also a landmark: he is the first politician from an ethnic minority to take on one of the great offices of state - the biggest jobs in cabinet.

Mr Javid said he was "angry too", after Ms Abbott asked if he was aware how "frightened and angry the Windrush generation and their families are".

James Brokenshire - who stepped back from his role as Northern Ireland secretary while he received treatment for cancer - will replace Javid at the Ministry for Housing, Communities and Local Government, while worldwide development secretary Penny Mordaunt will take on the women and equalities brief vacated by Rudd.
