North Korea's flurry of diplomatic activity following a torrid run in nuclear weapons and missile tests in 2017 suggests that Kim Jong Un is eager for sanctions relief to build his economy and the global legitimacy the summit with Trump would provide.

United States officials said the North Korea delegation would come to Washington to meet Trump and deliver the message on Friday, one week after Trump had abruptly called off preparations for the planned June 12 summit in a sharply-worded letter of his own. The White House National Security Council tells NPR's Scott Horsley that the US delegation in Panmunjom is distinct from the team led by Hagin.

USA negotiators, headed by Washington's current ambassador to the Philippines Sung Kim, met with North Korean counterparts in the truce village of Panmunjom that divides the two Koreas on Sunday.

While likely substantive, those discussions could be upstaged by any talks between Kim Yong Chol and officials in the United States, said Evans Revere, a former senior diplomat who dealt with North Korea under U.S. President George W. Bush.

A day later, Trump, who frequently exchanged insults with Kim Jong Un before they began talking about a summit, said he had reconsidered and officials from both countries were meeting to work out details.

Both sides have been eager to hold the meeting after tensions flared previous year over North Korea's nuclear weapons and ballistic missile tests.

Since Kim is spending a day in Beijing before flying to NY, it is likely that he will also have reached some consensus with China before entering talks with US officials.

The Trump administration has demanded North Korea completely and irreversibly shutter its nuclear weapons programme.

Despite the North's apparent eagerness for a summit with Trump, there are lingering doubts about whether Kim Jong Un will fully relinquish his nuclear weapons, which he may see as his only guarantee of survival.

The White House emphasized that it has remained in close contact with South Korean and Japanese officials as preparations for the talks continue.

Their second meeting came after inter-Korean relations had chilled in recent weeks, with North Korea canceling a high-level meeting with Seoul over South Korea's participation in a two-week military exercise with the United States that ended last week. But less than 24 hours later, Trump said the June 12 meeting would still be possible. The last official of his stature to visit the United States was Jo Myong Rok, the late first vice chairman of the National Defense Commission, who visited Washington in 2000, South Korea's Unification Ministry said. Trump hosted South Korean President Moon Jae-in last week.
