She also refused to say if Brexit would reduce immigration, answering: "Brexit is an opportunity".

Britain's new Brexit chief has suggested Britain might not pay its 39 billion pound ($51 billion) divorce bill if no trade agreement with the European Union is reached.

Mr Raab said the Brexit negotiations will resume in mid-August, with weekly discussions from then onward in order to "clear away all the obstacles that lie in our path".

Sir Keir Starmer, Labour's shadow Brexit secretary, said that that was a "huge understatement" and that the government's flagship EU (Withdrawal) Act needed "major surgery".

After Brexit Secretary Dominic Raab indicated he still needs to persuade some members of Mrs May's Cabinet to get behind the controversial Chequers compromise deal on European Union withdrawal aims, the Prime Minister was attempting to emphasis the positive impacts of exiting the bloc.

Theresa May and her senior ministers will continue their attempts to sell their White Paper to Europe and seek fresh trade deals as the pace of Brexit diplomacy heats up.

"We would all suffer, the worst would be for the United Kingdom but we get prepared for a no-deal because until now we have seen no significant progress regarding the withdrawal agreement which would relieve us from this concern that there could be a no-deal", Loiseau said.

He says: "Iran has said very clearly that any war with them will be very costly, and this means American bases throughout the region could be a target".

"I think when we get to the autumn, if we are in the situation where we don't have any degree of agreement, we're going to have to start again".

But he reiterated it was also increasing no-deal planning.

"A referendum isn't an easy option, but it's not one at this stage that I would rule out".

Critics have accused British ministers of scaring MPs into backing her deal with talk of hoarding essential supplies, but Mrs May yesterday said precautions were "responsible and sensible".

The Independent newspaper's political sketch writer headed a commentary: "Theresa May has taken control of the Brexit negotiations".

Robbins said he had a close relationship with Raab's predecessor David Davis, but added: "I hope that the arrangement that has been agreed between the prime minister and the secretary of state for how they will be supported over this stage of the negotiation will be even more effective".

Mr Grieve said he did not believe Mrs May is at risk, but added: "The only group that could possibly bring the Prime Minister down is if the group of my hard Brexit colleagues so lose the plot that they decide that is an effective way for them to proceed".

Mr Hunt warned about the dangers of the United Kingdom and European Union accidentally stumbling into a "no deal" scenario, adding that if that happened "the only person rejoicing would be Putin".
