Second challenge looms for Malcolm Turnbull as Peter Dutton reveals policy plans

The Greens leader, Richard Di Natale, warned that Australia's political system was broken and said bold reforms to lobbying rules and political donations were needed to combat the corruption of politics by vested interests.

It is unclear whether Mr Turnbull will retire from parliament immediately or stay on until the next general election.

The delay and the early provision of the Solicitor-General's advice give Treasurer Scott Morrison extra opportunity to build support for his own bid for the leadership as an alternative to Dutton.
