But he insisted the GOP is working toward introducing something in the next few weeks.

Even as President Donald Trump argues at rallies that the midterms are about him and that the Republican Party has a great chance at success, in private the president already is setting the groundwork, in case of a defeat by the GOP, for placing the blame on others, according to two people familiar with the conversations, Politico reported on Monday. Whitmer is poised to do well in bellwether Oakland, which also has two major congressional races, and Democrats are running female candidates in all eight legislative seats considered to be competitive there.

"Senate Majority Leader Mitch McConnell (left) and House Speaker Paul Ryan (right) listen as U.S. President Donald Trump speaks during a meeting at the White House in September".

The gambit nearly certainly would require Republicans to retain control of both the House and Senate to pass the new tax cut - leading critics to charge that Trump was attempting to attract some last-minute votes as his party faces strong political headwinds in the House.

Based entirely on Trump role as a "master persuader", Adams had predicted Donald Trump's possible victory in the Republican nomination process and later the United States elections 2016.

In Tampa, Biden said he had never met another senator with more "character, courage, integrity and decency" than Democratic U.S. Sen.

And Trump did not back down from derisively nicknaming Daniels "Horseface" in a tweet hours earlier. Thomas told The Daily Beast that the print was given to the President by Rep.

"If the election were held today, Democrats would handily win the house", she said during CNN's CITIZEN forum October 22.

With an avalanche of Democratic candidates at all levels, including a historic number of women, and millions of dollars flowing into their coffers, the Democrats have aroused their base. They last led the House in 2010, the Senate in 1984.

This summer Democrats let themselves dream that their charismatic young senate candidate in Texas, Beto O'Rourke, might be able to knock Republican Ted Cruz off his senate seat in that large, deeply conservative state.

During Trump's first year, independents narrowly favored Democrats for Congress. Historically, the presidential party takes a hit in the midterms after the first presidential election, and Trump is hoping to reverse that trend.

When it comes to "looking out for the middle class", the advantage of Democrats has shrunk to 8 points from 12 in August.

Currently, the Republicans hold 240 seats, and the Democrats hold 196. The FiveThirtyEight political website, widely respected for its statistical analyses, gives the Democrats five chances in six to retake the House.

Even if Democrats are expected to pick up votes - especially in the residential suburbs where political centrists oppose numerous White House's policies - they still face a structural disadvantage.
