The driver of a pickup truck loaded with gas canisters stabbed three people in a Melbourne street on Friday, killing one of them in what Australian police are treating as an act of terrorism.

The suspect also tried to attack responding police but was shot by officers and later died of his injuries, Victoria Police Chief Commissioner Graham Ashton told reporters.

"I'm not at liberty at this point to disclose the identity of that person".

"For operational matters we now have the counter-terrorism command and the homicide squad dealing with this matter, and there are ongoing investigations being conducted by the counter-terrorism command", he said.

"He is known to police, mainly in respect to relatives that he has that are persons of interest to us".

The unnamed assailant was said to reside in Melbourne's northwestern suburbs, but had come to Australia from Somalia in or around the 1990s, when the country was ravaged by a civil war.

Officers were forced to open fire on the attacker, who now remains in a critical condition under police guard in hospital, on Friday afternoon.

He's in a critical condition. He succumbed to the gunshot wounds in the Royal Melbourne Hospital.

Officers were confronted near the burning auto by a man "brandishing a knife and threatening them" while passers-by called out that people had been stabbed, he said.

"A four wheel drive, utility, drove into Bourke St between Russell St and Swanston St and parked there".

"He assaulted one of the police offices through the vehicle window by punching him".

Twitter user Meegan May wrote: "Guy seems to have set his vehicle on fire, then attacked police with a knife".

"He got out of the vehicle, engaged with some members of the public at that location".

Police later said the vehicle from which the slain suspect, a Somali national, had emerged, contained gas cylinders and was on fire when they arrived.

Users on social media have reported hearing an "explosion", while vision of the incident has suggested a man attacked police with a knife, before seemingly being shot by an officer.

UPDATE: The terrorist attacker has since died of his injuries.

"This is an evil and terrifying thing that happened in our city and state today, and we condemn it", he said.

They had initially thought the man was running to catch a tram close by, before a nearby police auto rushed to the scene.
